Supersight plays a key role in the Ministry of the Environment's new b

The Ministry of the Environment has published a report introducing a new occupancy rate meter for measuring the actual use of buildings. The meter offers property owners and the public sector a concrete tool for more efficient utilization of facilities, cost savings and achieving climate goals.

Supersight Oy has played a key role in the pilot phase and technical implementation of the report. The empirical review of the report was based entirely on the data collected by Supersight.

According to the Ministry of the Environment, Supersight's measurement method proved to be technically accurate and reliable in the pilot.

Taneli Heikkilä, a leading expert at FCG Finnish Consulting Group Oy, who was responsible for the development project of the occupancy rate meter: "I would like to thank Supersight for the excellent cooperation. Supersight was also responsible for the technical specification of the occupancy report

The report includes a technical description of the occupancy report prepared by Supersight: a two-page, standardised entity that brings together key indicators describing the occupancy rate of a building, daily and weekly profiles and a comparable calculation model.

This technical specification serves as the basis for ensuring that occupancy data can be produced consistently across different buildings, by different operators and integrated into digital reporting and property management systems.

Making building underutilisation visible with data

The report shows that building occupancy varies significantly by building type and time of day. Especially in the evening, night and weekend hours, a large part of the building stock is widely underutilised.

The goal of the occupancy rate meter is to make this hidden underutilisation visible and provide objective data to support decision-making, for example:

to increase shared use of facilities
to assess changes in use purposes
to prioritise renovations and investments
to promote energy efficiency and the circular economy

The meter is also linked to the Ministry of the Environment's circular economy green deal measures and the Construction Act that came into force at the beginning of 2025, which emphasizes the longevity and efficient use of buildings.

Ms. Kim brings over five years of hands-on experience in computer vision and machine learning, with a strong focus on real-time vision systems, mobile and embedded AI, and model optimization for edge deployment. In her new role, she will work on developing and optimizing Supersight’s computer vision models, improving inference efficiency, and supporting scalable deployment on AI computing network of smart sensors.

Prior to joining Supersight, Ms. Kim worked as a Machine Learning Engineer at 3i Inc in Seoul, where she developed and optimized object detection and tracking models for smart consumer devices, and built cross-platform C++ vision modules for Android and iOS on-device inference. Earlier, she conducted research at CRVL Lab, Kyungpook National University, focusing on compressed object detection models and fisheye image processing for embedded systems and autonomous driving research.

She holds an M.Sc. and B.Sc. in Electronics Engineering from Kyungpook National University.

Ville Saikko, Service Manager for Sports Services in the Municipality of Kirkkonummi, knows how difficult it is for swimming halls to estimate their actual number of visitors. Existing visitor access gates in swimming halls don’t reveal how the pool area is used, and subjective assessments can vary wildly. “It’s important to have reliable data on actual usage levels,” Saikko explains.

For this reason, the municipality adopted Supersight’s utilisation reporting, which accurately measures the number of people in the pool area — and additionally provides precise visitor counts for each individual pool.

Usage Near Maximum Capacity – The Data Shows It Clearly

The new measurement method immediately revealed a critical insight:

The usage rate of the Kirkkonummi swimming hall is close to its operational limits.

“Supersight’s data clearly shows that the pools are actively used throughout the day — not only during peak hours. This is valuable information when planning resourcing and future services,” Saikko says.

Swimming halls can publish real-time occupancy information and hourly usage levels from previous weeks on their websites. Customers can check in advance when the hall is quietest. This improves the customer experience and reduces perceived crowding.

Improved Safety: Real-Time Information Helps Prevent Hazardous Situations

The live view also has an important — even critical — safety function. Traditionally, swimming halls have not had accurate information about how many people are in the pool area at any given moment. For example, last summer in Espoo, safety incidents occurred partly because real-time data was not used.
