&lt;p&gt;The Ministry of the Environment has published a report introducing a new occupancy rate meter for measuring the actual use of buildings. The meter offers property owners and the public sector a concrete tool for more efficient utilization of facilities, cost savings and achieving climate goals.&lt;/p&gt; 
&lt;p&gt;Supersight Oy has played a key role in the pilot phase and technical implementation of the report. The empirical review of the report was based entirely on the data collected by Supersight.&lt;/p&gt; 
&lt;p&gt;According to the Ministry of the Environment, Supersight's measurement method proved to be technically accurate and reliable in the pilot.&lt;/p&gt; 
&lt;p&gt;Taneli Heikkilä, a leading expert at FCG Finnish Consulting Group Oy, who was responsible for the development project of the occupancy rate meter: "I would like to thank Supersight for the excellent cooperation. Supersight's platform, data and expertise played a significant role in the successful outcome of the project. The cooperation was smooth and goal-oriented from start to finish."&lt;/p&gt; 
&lt;p&gt;&lt;strong&gt;Supersight was also responsible for the technical specification of the occupancy report&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt;The report includes a technical description of the occupancy report prepared by Supersight: a two-page, standardised entity that brings together key indicators describing the occupancy rate of a building, daily and weekly profiles and a comparable calculation model.&lt;/p&gt; 
&lt;p&gt;This technical specification serves as the basis for ensuring that occupancy data can be produced consistently across different buildings, by different operators and integrated into digital reporting and property management systems.&lt;/p&gt; 
&lt;p&gt;Making building underutilisation visible with data&lt;/p&gt; 
&lt;p&gt;The report shows that building occupancy varies significantly by building type and time of day. Especially in the evening, night and weekend hours, a large part of the building stock is widely underutilised.&lt;/p&gt; 
&lt;p&gt;The goal of the occupancy rate meter is to make this hidden underutilisation visible and provide objective data to support decision-making, for example:&lt;/p&gt; 
&lt;ol&gt; 
 &lt;li&gt;to increase shared use of facilities&lt;/li&gt; 
 &lt;li&gt;to assess changes in use purposes&lt;/li&gt; 
 &lt;li&gt;to prioritise renovations and investments&lt;/li&gt; 
 &lt;li&gt;to promote energy efficiency and the circular economy&lt;/li&gt; 
&lt;/ol&gt; 
&lt;p&gt;The meter is also linked to the Ministry of the Environment's circular economy green deal measures and the Construction Act that came into force at the beginning of 2025, which emphasizes the longevity and efficient use of buildings.&lt;/p&gt; 
&lt;p&gt;&lt;strong&gt;Supersight: Real-time occupancy is the missing piece in data-driven property management&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt;“The actual use of buildings has been largely invisible until now. The occupancy rate meter now published brings for the first time a comprehensive and practically tested way to measure how much buildings are actually used. Existing visitor access gates in swimming halls don’t reveal how the pool area is used, and subjective assessments can vary wildly. &lt;em&gt;“It’s important to have reliable data on actual usage levels,”&lt;/em&gt; Saikko explains.&lt;/p&gt; 
&lt;p&gt;For this reason, the municipality adopted Supersight’s utilisation reporting, which accurately measures the number of people in the pool area — and additionally provides precise visitor counts for each individual pool.&lt;/p&gt;

&lt;p&gt;Swimming halls can publish real-time occupancy information and hourly usage levels from previous weeks on their websites. Customers can check in advance when the hall is quietest. This improves the customer experience and reduces perceived crowding.&lt;/p&gt; 
&lt;h2&gt;&lt;strong&gt;Improved Safety: Real-Time Information Helps Prevent Hazardous Situations&lt;/strong&gt;&lt;/h2&gt; 
&lt;p&gt;The live view also has an important — even critical — safety function. Traditionally, swimming halls have not had accurate information about how many people are in the pool area at any given moment. For example, last summer in Espoo, safety incidents occurred partly because real-time data was not used.&lt;/p&gt;
